Descriptiontext

The Competition and Consumer Protection Commission (CCPC) is Ireland's statutory regulator for competition and consumer protection law, established in 2014 under the Competition and Consumer Protection Act 2014 through the merger of the Competition Authority and the Consumer Protection Agency. It is headquartered at Bloom House, Railway Street, Dublin 1 (D01 C576), operates 101-250 staff, and is funded directly by the Irish exchequer with no commercial revenue model — all services are provided free of charge.

The CCPC delivers three interlocking functions: (1) competition law enforcement — running both criminal and administrative enforcement regimes (the latter introduced in 2023 with fining powers up to €10 million or 10% of worldwide turnover) and operating the Cartel Immunity Programme jointly with the Director of Public Prosecutions; (2) consumer protection — investigating unsafe products, unfair trading practices, misleading advertising, and scams, while managing product-safety notifications and EU-coordinated marketplace sweeps; and (3) consumer-facing information and financial tools — including four comparator calculators (mortgages, loans, savings accounts, current accounts), a faulty-goods wizard, an anonymous cartel whistleblowing portal, a competition complaint system, and financial-education initiatives such as Scam University and Our Money, Our Future. Distribution is direct-to-consumer through the ccpc.ie website, a phone helpline (01 402 5555), written correspondence, social channels (LinkedIn, X, Instagram, Facebook, Vimeo), and earned media.

Customer segments are horizontal and universal: Irish consumers receive guidance and redress pathways, while Irish businesses receive compliance assistance on advertising, pricing, product safety, and merger notifications. Strategic partners include the GAA (counterfeit helmet awareness), the Central Bank of Ireland (fintech and digital banking coordination), Re-Turn (deposit return scheme referrals), the EU Consumer Authorities Network (cross-border enforcement across 27 member states and 47 marketplaces), and the European Commission (Articles 101 and 102 TFEU enforcement). The CCPC carries no parent company, subsidiaries, or external investor base, and reports to the Oireachtas through parliamentary committees.
