Descriptiontext

The California State Board of Education is the state-level constitutional policy-making body for K-12 public education in California, headquartered in Sacramento and operating under the California Department of Education. The Board sets academic content standards (Common Core State Standards), adopts curriculum frameworks and instructional materials (including Savvas Learning Company's enVision+ and Experience Math programs approved in November 2025), authorizes and oversees approximately 1,300 charter schools, and administers accountability systems such as the California School Dashboard, CAASPP, ELPAC, and the Smarter Balanced Assessment System. The Board also funds K-12 operations through the Local Control Funding Formula and runs longitudinal data programs including CALPADS and the Cradle-to-Career Data System.

The Board's core 'products' are therefore standards, assessments, accountability tools, and approved instructional materials rather than commercial software. It does not sell products or services and is funded entirely through state budget appropriations; the broader California K-12 system under its policy purview serves more than 6 million students across 10,000+ schools and 300,000 teachers. Recent activity includes adopting a statewide personal finance curriculum (mandatory for the class of 2030-31), expanding universal transitional kindergarten to all 4-year-olds, deploying $1.9 billion in CalKIDS college savings for 3.4 million low-income children, and enacting new laws regulating AI and social-media use by minors.

The Board is governed as a public body with Tony Thurmond serving as State Superintendent of Public Instruction. Its go-to-market is non-commercial: standards, frameworks, and accountability systems are distributed through the California Department of Education's infrastructure to districts and schools statewide, and curriculum adoptions flow to publishers and vendors such as Savvas Learning Company. Customer concentration is structurally low because the Board is a state monopoly; geographic expansion is not commercially meaningful. The most material operational risks are political and legal, including an ongoing U.S. Department of Education student-privacy investigation and a 6-3 U.S. Supreme Court ruling reinstating parental notification rights regarding student gender identity.
