Grand Forks HeraldLead service line and watermain replacements planned in 2027 for part of Grand ForksThe City of Grand Forks and Houston Engineering are preparing for a 2027 replacement program for lead service lines and cast iron watermains in specific residential areas, supported by significant federal and state grant funding that will cover costs for participating homeowners. The initiative aims to comply with the U.S. Environmental Protection Agency’s Lead and Copper Rule Improvements, which mandate the replacement of all lead service lines by 2037. Current efforts include homeowner surveys and open houses to facilitate participation in the project.Grand Forks HeraldCavalier receives $144,000 for flood prevention projectThe city of Cavalier, North Dakota, will receive a $144,000 grant from the Federal Emergency Management Agency to identify flood risk mitigation solutions in partnership with Houston Engineering, Inc. The project is a scoping study that would precede a potential federal flood control project, responding to severe flooding in 2022 when multiple dams nearly reached or exceeded capacity and the Bourbanis Dam started to fail. FEMA awarded a total of $650,000 to North Dakota for community resilience and hazard mitigation activities, with Crystal, North Dakota also receiving $138,000 through the same program.Star TribuneCrissy Lake Dam to become fish-friendly rapids in MinnesotaThe Minnesota Department of Natural Resources is planning to replace the 86-year-old Crissy Lake Dam in Morris with rock arch rapids as early as Fall 2026, in partnership with the City of Morris and the Pomme de Terre River Association. The project will reconnect nearly 116 miles of fish habitat along the Pomme de Terre River and address safety risks posed by the dam's dangerous lowhead currents nicknamed "drowning machines." The dam modification, to be performed by Houston Engineering, will restore natural water flow, create a 5-foot-deep channel through the reservoir, and reshape the shoreline for native plants and public fishing areas.
