Descriptiontext

National Housing Authority (NHA) is a statutory body of the Bangladesh government operating under the Ministry of Housing and Public Works, headquartered at Grihayayan Bhaban in Dhaka. NHA is responsible for housing development, land acquisition, plot and flat allocation, property transfer permissions, mortgage approvals, and management of housing estates distributed across districts including Dhaka, Chattogram, Rajshahi, Khulna, Sylhet, Sunamganj, and Noakhali. Its primary beneficiaries are low-income families, slum dwellers, fire victims, residents in danger zones, government employees requiring residential accommodation, and limited-income urban households — all served through lottery-based allotment, rental programs, and subsidized flat purchase schemes rather than market-rate transactions.

NHA operates a portfolio of internal digital services to support its mandate, including the NHA Letter Depository System (services.nha.gov.bd) for managing land-related letters, mortgage approvals, transfer permissions, and inheritance clearances; an online mortgage permission application system; a digital attendance management system; and the Jayanagar Housing Project Payment Portal (nha.oss.net.bd) for installment collection. These platforms are integrated with the National Identity Registration Division for applicant verification, and NHA also implements the cross-government Government Performance Monitoring System (GPMS) in coordination with the Cabinet Division. An Innovation Corner manages annual e-governance work planning. Technical partnerships with a2i, BCC, DOICT, BASIS, and BOGIS support digitization and GIS infrastructure.

As a government entity, NHA does not generate commercial revenue; its operations are funded through budgetary allocations from the Ministry of Housing and Public Works, with leadership positions appointed by the government. The current Chairman, Mrs. Ferdousi Begum (BCS Administration cadre, 20th batch), assumed office on 31 July 2025 and concurrently serves as Additional Secretary at the parent ministry, ensuring tight policy alignment. There are no external investors, no private equity backing, and no commercial pricing model — service delivery follows government allocation guidelines and eligibility criteria.
