Descriptiontext

Projects & Development India Limited (PDIL) is a Government of India Public Sector Undertaking operating under the administrative control of the Department of Fertilizers, Ministry of Chemicals & Fertilizers. Incorporated in 1978 (with origins in a 1951 technical unit of Indian Fertilizer Corporation), the company holds Mini Ratna Category-I status and is headquartered in Noida with regional offices in Vadodara, Chennai, Hyderabad, Kolkata, and Mumbai. PDIL provides integrated design engineering and project management consultancy services across the full project lifecycle — from pre-project feasibility studies and techno-economic feasibility reports through detailed engineering, procurement, construction management, commissioning, and post-project specialized services such as HAZOP, energy audit, due diligence, and statutory certification under SMPV rules. Its revenue model is professional services / fee-based, priced per project via competitive tendering on government procurement portals and direct awards from CPSEs.

The company's technology core is engineering design and project management consultancy specialized in fertilizer, oil & gas, and chemical process plants. PDIL has executed 91 Ammonia Plants and 83 Urea Plants globally (including EPCM and PMC engagements), engineered over two-thirds of India's installed nitrogenous fertilizer capacity, and delivered the world's first Coal Bed Methane-based Ammonia Plant (Panagarh, India for Matix Fertilisers) and what was then the world's largest single-stream Ammonia Plant at 2200 MTPD (Karratha, Australia for Burrup Fertilisers). Multi-feedstock capability spans naphtha, fuel oil, coal, natural gas, and coal bed methane, with experience integrating process technologies from global licensors including HTAS (Denmark), KBR (USA), Technimont SpA (Italy), and Saipem (Italy). The company is ISO 9001:2015, ISO 45001:2018, and ISO/IEC 17020:2012 certified, and operates a NABL-accredited chemical laboratory (ISO/IEC 17025:2005) for fertilizer raw material testing.

PDIL's go-to-market is enterprise field sales structured around formal government procurement. Customers are predominantly Indian Central Public Sector Enterprises and government ministries — IFFCO, National Fertilisers, Rashtriya Chemicals & Fertilizers, Hindustan Urvarak & Rasayan, Talcher Fertilizers, IOCL, HPCL, BPCL, GAIL, and Reliance Industries — supplemented by international engagements in Gabon, Algeria, Nigeria, Australia, and Oman. Distribution is via direct engagement under an MoU with the Department of Fertilizers and competitive tendering through CPP and GeM portals. As of December 2021, the Government of India published a Preliminary Information Memorandum and Expression of Interest for the strategic disinvestment of PDIL, leaving the company's ownership trajectory in transition.

Construction WorldIndia Explores Roadmap For Green Urea And Green Ammonia ProcurementThe Indian government, through the Department of Fertilisers, is developing a roadmap to establish Green Urea production and procure 724,000 tonnes of Green Ammonia annually under the National Green Hydrogen Mission, with a pre-EOI meeting held at Projects and Development India Limited in Noida chaired by Joint Secretary K.K. Pathak with public and private stakeholders. The Ministry of New and Renewable Energy will provide Rs 19,744 crore (approximately $2.4 billion) in financial support, while a differential subsidy mechanism will enable the Solar Energy Corporation of India to purchase Green Ammonia and supply it at market-linked Grey prices, with producers receiving incentives under NGHM Green Ammonia Mode 2A. The initiative aims to transform domestic urea production, reduce dependence on annual imports of around 10 million tonnes, and support India's Net Zero target for 2070, with a 150 tonne per day Green Urea pilot already underway at Pudimadaka.ScanXKonstelec Engineers to host analyst meet on July 1Konstelec Engineers Limited will host a virtual analyst and investor meeting on July 1, 2026, at 4:00 PM IST, in compliance with SEBI Listing Regulations. The session is scheduled to exclude unpublished price-sensitive information, though the company recently secured a ₹15.09 Cr order from PDIL for construction work at an ammonia-urea plant in Assam.DevdiscourseIndia Advances Green Urea Mission with Industry PushIndia's Department of Fertilizers hosted a high-level Pre-Expression of Interest meeting at Projects and Development India Limited in Noida, bringing together government agencies, public sector enterprises, and private companies to accelerate the establishment of Green Urea plants powered by renewable energy and green hydrogen. The Ministry of New and Renewable Energy has allocated ₹19,744 crore to support the clean energy ecosystem, while the Green Ammonia Mode 2A programme targets annual procurement of 7.24 lakh metric tonnes with 10-year purchase agreements to attract private investment. A 150-tonne-per-day Green Urea pilot plant at Pudimadaka in Andhra Pradesh, developed by NTPC's research arm NETRA, is being positioned as a technical benchmark for future commercial-scale plants as India seeks to reduce its annual import of approximately one crore metric tonnes of urea.Financial ExpressIndia, Russia JV for 2 MT urea production annually to be ready in two yearsIndia's three state-owned fertiliser companies—Indian Potash, Rashtriya Chemicals and Fertilizers, and National Fertilizers—have partnered with Russia's Uralchem to build a 2 million tonne annual urea manufacturing plant at Togliatti in Samara, Russia, with a total investment of around Rs 20,000 crore, expected to be completed within two years. The pre-feasibility report has been submitted by state-owned Projects & Development India, and the plant will operate as a 50:50 JV, with Uralchem investing Rs 10,000 crore in an ammonia plant and the Indian SOEs contributing Rs 10,000 crore for the urea unit, with all production imported to India. The project, which follows a December 2025 MoU signed in the presence of both countries' leaders, is designed to secure India's urea supply amid global price volatility and disruptions to West Asian production centres that account for 30-40% of global urea trade.Construction WorldBardhaman Coal Gasification Project Moves AheadCoal Gas India Ltd (CGIL) is advancing preparatory steps for a Rs 130.52 billion coal gasification project in Paschim Bardhaman, West Bengal, aimed at producing synthetic natural gas (SNG) using surface coal gasification technology. Projects & Development India Ltd, acting as consultant for CGIL, has invited bids for an Air Separation Unit on a Build, Own and Operate basis, with a submission deadline of 31 January. The joint venture, in which Coal India holds 51% and GAIL holds 49%, plans to establish the plant at Eastern Coalfields Ltd's Sanctoria area, with commissioning scheduled for 2029–30.
