Descriptiontext

The High Court of Andhra Pradesh is the constitutional appellate and supervisory court for the State of Andhra Pradesh, established under Article 214 of the Constitution in connection with the bifurcation of the erstwhile combined state under the Andhra Pradesh Reorganisation Act, 2014. Its permanent principal seat is at Nelapadu, Amaravati (Guntur District), with a training arm at the Andhra Pradesh State Judicial Academy in Mangalagiri and the Chief Justice's official bungalow in Vijayawada. Justice C. Praveen Kumar was sworn in as the first Acting Chief Justice on 1 January 2019; the current Chief Justice is Smt. Justice Lisa Gill. The Court exercises appellate, writ and supervisory jurisdiction over the District Judiciary spread across all 13 districts of Andhra Pradesh, including Principal District Judges, Civil Judges (Senior and Junior Division), Commercial Courts, MACT, Labour Courts, Special Courts for MPs/MLAs, tribunals, Lok Adalat and the A.P. High Court Legal Services Committee.

Its core product surface is a portal-and-modules digital-services architecture built on National Informatics Centre (NIC) infrastructure, comprising e-Filing, APHC e-Court Fee (online court-fee payment), Paperless Courts, Document Digitization Service (DTS), the Court Information Management System (CIMS), the electronic Andhra Pradesh High Court Reports (eAPHCR) bilingual judgments repository, the Virtual Justice Clock, StatHub 2.0, MACD Dashboard, Labour Courts Dashboard, Judges Dashboard (JudgesMate), ePass, eProtocol Services, MACT ClaimMate, Online Contempt Docket, Online RTI Portal, Cause List, Display Board, Neutral Citation and Digi APLR. These are complemented by internal tooling (Judicial Officers eCorner, Court Complex Infra, Judges eLibrary, Meetings eScheduler) and official Android (com.andhrapradesh.hcap) and iOS (aphighcourt) applications. A customized Ubuntu 24.04 LTS Desktop ISO published in December 2025 extends the Court's proprietary footprint to the workstation OS layer, and a draft "Regulations for Use of AI in Courts 2026" was issued on 18 June 2026 to govern future AI adoption.

The High Court does not operate a commercial revenue model. It is funded by budgetary allocations from the Government of Andhra Pradesh and the Ministry of Law and Justice, Government of India; ICT infrastructure, translation services and hardware are procured through tenders. Court fees are statutorily fixed and collected online via APHC e-Court Fee, while the bulk of citizen-facing services (cause lists, eFiling, RTI, ePass, judgments) are free of charge. Customer segments are constitutionally defined rather than commercially acquired: litigants and citizens of Andhra Pradesh, advocates and Bar members, judicial officers across all internal cadres, and Government of Andhra Pradesh departments. The Court has accumulated 52,841,604+ cumulative website visitors as of mid-2026 and is recognized by the input sources as a digitally progressive High Court relative to peer jurisdictions, evidenced by the density of gazette publications between 2023 and 2026.
