Emerging players

• USB Pubblico Impiego (Unione Sindacale di Base): An autonomous, base-level Italian trade union with an active public sector branch. Comparable as an alternative representation option for the same public sector workers in Sicily, though smaller and positioned as a more confrontational alternative to the major confederations.
• Confederazione Italiana Sindacati Autonomi Lavoratori (CISAL): An Italian autonomous union confederation with public sector representation. Comparable as another representative body competing for Sicilian public sector workers outside the three major confederation structures (CGIL, CISL, UIL).
• Confintesa Funzione Pubblica: A smaller Italian confederation with a public sector federation. Comparable as another representation option for Sicilian public sector workers, with partial overlap and a niche positioning relative to the three major confederations.
• CUB (Confederazione Unitaria di Base): An autonomous base-level union confederation with presence in Sicilian public sector workplaces. Comparable as a competing, more radical alternative voice for the same worker base, though with significantly smaller membership.

Direct peers

• CGIL Sicilia: The Sicilian regional confederation of CGIL, the main competitor confederation to CISL at the regional level. Directly comparable in scope (regional Sicilian footprint) and in competing for the same workers across all sectors including the public sector verticals Cisl Fp Sicilia serves.
• CISL Sicilia: The Sicilian regional confederation of CISL, operating at the same regional level as Cisl Fp Sicilia and coordinating across all CISL sectoral federations in the region. Provides an analogous role to Cisl Fp Sicilia but covers all sectors.
• FP CGIL (Funzione Pubblica CGIL): The public sector branch of CGIL, Italy's other major trade union confederation. Directly competes for the same public sector workers in Sicily and across Italy through parallel collective bargaining, strike organization, and representation services.
• CISL FP (Confederazione Italiana Sindacati Lavoratori – Funzione Pubblica): The national-level federation of which Cisl Fp Sicilia is the regional branch. Directly comparable as the parent body representing the same public sector workers nationally and providing the framework, branding, and bargaining coordination that the Sicilian regional federation operates within.
• UIL FPL (Federazione Lavoratori Pubblici e Sanità): The public sector and health federation of UIL, the third major Italian trade union confederation. Competes directly for the same healthcare, local government, and central government workers in Sicily with the same representational and bargaining mandate.
• UIL Sicilia: The Sicilian regional confederation of UIL. Comparable as a regional union confederation operating in the same territory and competing for the same public and private sector workers, including those represented by Cisl Fp Sicilia.
