Descriptiontext

The Drugs Control Department is a regulatory body of the Government of Kerala, established in 1961 and operating under the state's Health & Family Welfare Department. Its mandate is to enforce laws governing drugs and cosmetics — including the Drugs & Cosmetics Act 1940, Drugs Prices Control Order 2013, Drugs and Magic Remedies Act 1954, and Kerala Poison Rules 1996 — across all 14 districts of Kerala. The department's core functions are licensing (manufacturing, retail, wholesale, blood bank, medical device, and poison licenses), quality testing of drug samples, enforcement against counterfeit and spurious drugs, and price control monitoring under NPPA orders.

The department operates 19 district offices and four Government Drug Testing Laboratories located at Thiruvananthapuram, Ernakulam, Thrissur, and Konni (Pathanamthitta), of which the Thiruvananthapuram and Ernakulam laboratories are NABL accredited. These laboratories are equipped with advanced analytical instruments including UV-Visible Spectrophotometer, HPLC, Gas Chromatography, ICP-OES, FT-IR, GC-MS, AAS, and Polarimeter, collectively processing approximately 11,500 samples annually drawn from enforcement inspections, courts, customs, railways, Kerala Medical Services Corporation, and private parties. Online licensing is delivered via the ONDLS (Online National Drug Licensing System) portal and CDSCO for medical devices, with payments processed through Kerala e-Treasury.

The department operates as a statutory monopoly funded through the state budget, with license fees collected as a regulatory mechanism rather than commercial revenue. Customers are mandated by law to obtain licenses from the department, creating a diversified base across pharmaceutical manufacturers, retailers, wholesalers, blood banks, cosmetics producers, and medical device companies. The department maintains 424 sanctioned staff positions including Drugs Controllers, Deputy/Assistant Drugs Controllers, Drugs Inspectors, Chief Government Analysts, and administrative personnel, all under the leadership of the Drugs Controller Kerala State.
