What DGSI - Direction Générale de la Sécurité Intérieure does
The Direction Générale de la Sécurité Intérieure (DGSI) is France's domestic intelligence agency, established by decree on 30 April 2014 under the Ministry of Interior and inheriting the mandates of the historic DST (founded 1944) and Renseignements généraux (created 1907). The agency is the only specialized French intelligence service under Interior Ministry authority, combining intelligence collection with judicial police powers to address threats to the fundamental interests of the Nation. Its mission spans counter-terrorism, counter-espionage, cyber defense, economic and scientific asset protection, and weapons non-proliferation.
DGSI's technical capabilities span HUMINT, SIGINT, OSINT, SOCMINT, digital forensics, and cyber operations, supported by a workforce of more than 4,000 personnel across 150+ professions including police officers, engineers, analysts, translators, and scientific staff. Since 2022 it has operated a dedicated prospective analysis capability focused on AI, public health, and emerging technologies. In 2026, DGSI, alongside other French intelligence services, adopted ChapsVision's ArgonOS platform as a sovereign European alternative to Palantir, and committed with Germany to co-develop European intelligence software. The agency is currently relocating to a new Saint-Ouen headquarters inaugurated by President Macron on 11 March 2025, with completion scheduled for 2029.
DGSI is fully funded through the French national budget under the Ministry of Interior and does not generate commercial revenue. Its primary stakeholders are the President, Prime Minister, and Minister of Interior (intelligence briefings), the judiciary (investigations and evidence), French businesses and critical infrastructure operators (economic and cyber security guidance, including 'Flash ingérence' publications), and French citizens (radicalization prevention via the CNAPR hotline 0 800 005 696). It operates within the first circle of the French intelligence community alongside DGSE, DRSD, DRM, DNRED, TRACFIN, and ANSSI, and is coordinated by the CNRLT under the President of the Republic. The current Director General is Céline Berthon, appointed on 20 December 2023 and installed on 9 January 2024.
