What TURNkey Project does
TURNkey (Towards more Earthquake-resilient Urban Societies through a Multi-sensor-based Information System enabling Earthquake Forecasting, Early Warning and Rapid Response actions) was an EU Horizon 2020 funded research project (Grant Agreement No 821046) that ran from June 2019 to May 2022. The 21-partner consortium, coordinated by Stiftelsen NORSAR in Norway, developed a multi-sensor-based earthquake information system to reduce seismic risk across Europe. Earthquakes remained the leading cause of natural-hazard fatalities in Europe and the second-highest source of annual economic losses; TURNkey addressed this through integrated forecasting, early warning, and rapid response capabilities serving civil protection agencies, emergency responders, critical infrastructure operators, and public/private sector organisations.
The project's core deliverable was the cloud-based FWCR (Forecasting – Early Warning – Consequence Prediction – Response) Platform, which consolidated Operational Earthquake Forecasting (OEF), Earthquake Early Warning (EEW), and Rapid Response to Earthquakes (RRE) modules into a single deployable system. Supporting components included the TURNkey Multi-Sensor Unit built on Raspberry Shake 4D hardware with GNSS receivers, the Rapid Earthquake Loss Prediction (RELP) model, Decision Support Systems (DSS), ShakeMaps, and a mobile app for citizen reporting. Technical innovation encompassed novel methods such as CsLoc (Crowdseeded seismic Location) and extensions to the SeisComP3 framework, validated across eight testbeds (six European, one worldwide, one mobile aftershock).
TURNkey is not a commercial entity. Operating as a Research Innovation Action under EU grant funding, it does not sell products or generate revenue. The consortium concluded on 31 May 2022 following a positive final EC review citing 'outstanding results', with results disseminated through the GeoSense cluster (with peer EU projects CRISIS, REDACt, and METIS) and the RISE twin project; outreach spanned 12 newsletters, ESC and 3ECEES conferences, peer-reviewed publications, and stakeholder workshops targeting policy makers and civil protection authorities.
