Descriptiontext

EMERCOM of Russia (Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters) is a federal executive body of the Russian government, established on December 27, 1990. It functions as the sole statutory authority responsible for civil defense, fire suppression, search and rescue, emergency medical and psychological aid, aviation rescue, mine rescue, and the elimination of consequences of natural and man-made disasters across the entire Russian Federation. The ministry is led by Minister Alexander Kurenkov (Lieutenant General), supported by multiple Deputy Ministers and a State Secretary, and operates through 85+ territorial bodies spanning every federal subject of Russia including newly integrated regions (Donetsk, Lugansk, Zaporozhye, Kherson).

The ministry's technology and service platform combines the official mchs.gov.ru portal, the EMERCOM mobile application (available on iOS, Android, RuStore, and AppGallery), single emergency phone numbers (01/101 and +7 (495) 400-99-99), and the National Crisis Management Center as a centralized coordination facility. Operational capacity is delivered through dedicated federal institutions including the Noginsk Rescue Center, Leader Center for High Risk Rescue Operations, Don Center, Centrospas (State Central Airmobile Rescue Team), Nikiforov's All-Russian Center for Emergency and Radiation Medicine, and the Central Hospital No. 72. A partnership with Wink online cinema and the Rostelecom IT cluster has added geo-referenced emergency alert distribution through video streaming platforms. Additional digital services include the Online Service of Emergency Psychological Aid, Radiation Security portal, Spas-Extreme children's safety portal, tourist group registration, and the EMERCOM Media platform.

EMERCOM operates under a state budget funding model with no commercial pricing — emergency services are provided to citizens free of charge. Revenue derives entirely from Russian federal appropriations. The ministry's customer base spans the entire Russian population, all regional government administrations (as coordination partners), educational institutions (for fire-tactical training), and international humanitarian engagements through a dedicated agency. GTM is direct-to-citizen via mobile applications, single emergency helplines, the Gosuslugi government services portal, and the nationwide territorial body network.
