Descriptiontext

FinTRACA (Financial Transactions and Reports Analysis Center of Afghanistan) is Afghanistan's national Financial Intelligence Unit (FIU), established in 2006 under the Anti-Money Laundering and Proceeds of Crime Law within Da Afghanistan Bank. It is a government regulatory body, not a commercial enterprise. Its core functions are the collection, analysis, and dissemination of financial intelligence related to anti-money laundering (AML) and counter-financing of terrorism (CFT). FinTRACA receives mandatory reports from reporting entities — Commercial Banks, Money Service Providers and Money Service Businesses (MSPCOs), Electronic Money Institutions (EMIs), and Micro-Finance Institutions (MFIs) — in the form of Suspicious Transaction Reports (STRs), Large Cash Transaction Reports (LCTRs), and Cash and Bearer Negotiable Instruments Reports (CNBIRs). In 2025 it processed 615,788 LCTRs and 292 STRs, opened 113 cases, fulfilled 92 domestic requests, and executed 178 enforcement actions.

FinTRACA analyzes incoming intelligence, develops typology studies and case studies (e.g., cyber-enabled investment fraud, trade-based money laundering, online fraud schemes), and disseminates findings to law enforcement agencies including DCEC, GDI, CID, NTEC, and DGICC. It exercises enforcement powers through warning letters, license suspensions and revocations, and bank account freezes, with cumulative 2021-2025 enforcement including 237 account freezes, 172 MSPCO suspensions, and 93 MSPCO revocations. In late 2025, FinTRACA expanded AML/CFT supervisory coverage to the Designated Non-Financial Businesses and Professions (DNFBPs) sector under FATF Recommendations 22 and 23.

The organization is internationally integrated through long-standing memberships in the Asia Pacific Group on Money Laundering (since April 2006), the Eurasian Group as an observer (since May 2006), and the Egmont Group of Financial Intelligence Units (since 2010), enabling secure cross-border intelligence exchange with 151+ member FIUs. FinTRACA is led by a Director General — currently Mr. Ahmad Rahimi as of late 2025 — and operates with statutory independence in its core analytical and dissemination functions. It is funded through government appropriations, has approximately 12 employees, and is headquartered in Kabul, Afghanistan.
