Descriptiontext

Goa Waste Management Corporation (GWMC) is a Special Purpose Vehicle established by the Government of Goa in December 2016 under the Goa Waste Management Corporation Act, 2016 (Goa Act 19 of 2016) to address waste management across the state. It is the sole statutory body mandated with scientific management of all waste streams in Goa — Municipal Solid Waste (MSW), hazardous waste, bio-medical waste, e-waste, and Construction & Demolition (C&D) waste. GWMC serves 191 Village Panchayats and 14 Municipal Bodies, all healthcare facilities in the state, industrial hazardous-waste generators, educational institutions, and road infrastructure covering approximately 409 KM of highways and district roads.

The corporation operates and develops integrated waste processing infrastructure including a 250 TPD Solid Waste Management Facility (SWMF) at Saligao — India's first integrated MSW facility, built as a brown-field project on a remediated abandoned quarry — and a 100 TPD SWMF at Cacora (inaugurated February 2024 by the Prime Minister). Core treatment technologies include biogas generation converted to electricity (~26,000 units/day at Saligao; ~21,000 units/day at Cacora), Refuse Derived Fuel (RDF) production, composting/soil conditioning, and a 500 KW solar plant at Saligao. Additional facilities include a Common Hazardous Waste Treatment Storage and Disposal Facility (CHWTSDF) at Pissurlem (25,000 MT/Annum secured landfill), a 28 TPD Common Biomedical Waste Treatment Facility at Kundaim, an E-Waste Treatment Facility, and three Material Recovery/Baling Facilities. Most operations are executed via concessionaire SPVs (HWTPL, Vasudha Waste Treatment, Ponda Envocare, Biotic Waste Solutions) under multi-year contracts.

GWMC's business model is built on government-mandated service delivery: revenues are derived from multi-year contracts with state/local government bodies, user charges from industrial hazardous-waste generators, and biomedical waste collection fees from healthcare facilities. It also generates ancillary revenue from SWM equipment supply rate contracts, RDF sales to cement plants in Karnataka (~4-6 trucks daily), and IEC/awareness programs. GWMC has cumulatively remediated over 68,000 cubic meters of legacy waste across Sonsoddo, Cacora, and Aaradi/Saligao dump sites, and sensitized 75,000+ persons through 400+ awareness sessions since 2018. The corporation is governed by a board chaired by the Chief Minister of Goa, with the Minister for Science, Technology & Waste Management as Vice-Chairman, and operates with a lean in-house staff of approximately 14-19 personnel.
