Descriptiontext

The International Commercial Arbitration Court (ICAC) is a non-profit, quasi-governmental arbitration institution established in 1992 in Kyiv, Ukraine. It operates as a permanent body attached to the Ukrainian Chamber of Commerce and Industry (UCCI), with its legal status codified in the Law of Ukraine "On International Commercial Arbitration" of February 24, 1994, and its Statute forming Appendix 1 to that statute. ICAC administers international commercial disputes and, since 2022, mediation proceedings; it further gained jurisdiction over investment disputes when Law No. 4856-IX entered into force on 21 May 2026. ICAC holds observer status at the United Nations Commission on International Trade Law (UNCITRAL).

ICAC's core offering is arbitration case administration under the ICAC Rules, complemented by mediation services via a separate Mediation Rules set, combined arbitration-mediation procedures, and a mediator registry. Supporting assets include a publicly available Schedule of Arbitration Fees and Costs, an online fee calculator, an arbitrator directory listing 114 practitioners and academics from 38 countries, annual reports, and a case practice database. As of 2026, ICAC is also developing an Online Platform for Resolution of International Commercial Disputes, presented within The City-Ukraine Hub Project. Over the five years preceding the input data, ICAC accepted 1,499 cases; in 2021 alone it handled 298 international matters, reported as twice Stockholm Chamber of Commerce and seven times Vienna International Arbitral Centre volumes. Cases have been filed by parties from 56 countries.

ICAC generates revenue via transaction-based arbitration filing and case fees plus mediation fees set by its publicly published Schedules of Fees and Costs; fees are scaled to claim value with reduced rates for claims above USD 2,000,001. The institution does not disclose revenue and operates with 9 in-house employees, drawing institutional support from its parent UCCI. Go-to-market is institutional and field-based: parties submit disputes directly through ICAC's procedural framework, and ICAC sustains its profile through participation in global ADR conferences, judicial forums, and partnerships with organizations such as the US Department of Commerce's Commercial Law Development Program and the Istanbul Arbitration Centre.
