Descriptiontext

LIFE Mission (LIFE = Livelihood, Integration, Family, Empowerment), formally known as Sampoorna Pariwara Suraksha Padhathi / Complete Housing Security Scheme, is a state government welfare mission launched in 2016 by the Government of Kerala under the Local Self Government Department (LSGD) to provide safe and dignified housing to all homeless and landless families in the state within a five-year window. The mission operates under a three-tier governance structure — Village Panchayats, Municipalities, and Corporations at the local level; District Missions at the mid-level; and a State Housing Mission Taskforce chaired by the Chief Minister with the LSGD Minister as co-chair. The current CEO is Apoorva Tripathi IAS. Per State Planning Board data, Kerala had 4.32 lakh homeless families, of which 1.58 lakh were landless-homeless, forming the primary target population.

The mission functions as a convergence platform integrating multiple central and state housing schemes — PMAY (Urban and Gramin), IAY, EMS Housing, RAY, BSUP, and IHSDP — into a unified beneficiary pathway. Core technology is an Online Management Information System (MIS) developed and maintained by Information Kerala Mission, handling beneficiary database management, application verification, and progress reporting. The mission has completed 2,76,245 houses as of December 2021, targeting 5 lakh by February 2026. Pricing is fixed and non-commercial: INR 3.5 lakh for general category house construction, INR 4 lakh for SC/ST/fisheries/plantation workers, with actual cost allowed for SC beneficiaries, supplemented by KIIFB loan financing and CSR contributions.

Revenue is generated entirely through government budget allocations rather than commercial sales. The Kerala Budget 2025 allocated Rs 1,160 crore (approximately USD 140 million) to the scheme, with additional funding from the Central Government for PMAY components. Distribution occurs through decentralized local self-government institutions and the Kudumbashree women's self-help group network, which conducts door-to-door beneficiary surveys. The mission is not investable in the conventional sense — it is a government welfare programme, not a commercial entity — but represents a significant public-sector housing delivery platform with statewide reach across all 14 districts of Kerala.
