Descriptiontext

The National Library of Latvia (Latvijas Nacionālā bibliotēka) is a government-funded national cultural institution founded in 1919 and headquartered since 2014 in the architecturally significant Castle of Light (Gaismas pils) in Riga, designed by Gunārs Birkerts. As Latvia's legally designated national library, it is mandated to create and maintain the national and global literature stock, ensure free access to literary and cultural heritage, and serve as a centre of culture, science, and education. It operates as a state cultural institution under Latvian jurisdiction rather than as a commercial enterprise.

The service portfolio combines 13+ specialised reading rooms — spanning humanities and social sciences, technology and science, periodicals, art, music, audiovisual, Latvian folklore archives, Lettonica and Baltic studies, maps and small prints, the Children's Literature Centre, and library and information science — with a digital stack anchored by the Ex Libris Primo discovery system, the Kopkatalogs national union catalogue, digital collections, online subscription databases, scanned card catalogues, and a National Encyclopedia. Supplementary offerings include a permanent exhibition on the book in Latvia, a 360° virtual tour of the building, a professional sound recording studio, the "Sarunas par grāmatām un lasīšanu" podcast series, and a children's portal. A nationwide book-distribution programme channels newly published Latvian books to the country's public libraries.

Funding flows from the Latvian state via public appropriation rather than from commercial sales. Public access to the library and exhibitions is free of charge; pricing for any premium services is set out on a published list. Customer segments — general public, researchers, children and youth, Latvian publishers (via legal deposit), and library professionals — are reached through a mix of physical reading rooms, a self-serve digital portal, interlibrary loan, and organic social channels (Facebook, X, YouTube, Instagram, SoundCloud). With 142 employees, the library functions as national cultural and research infrastructure rather than as a market-comparable business, and no revenue, funding rounds, or commercial monetisation metrics are disclosed.
