Descriptiontext

The Queensland Productivity Commission (QPC) is an independent statutory advisory body of the Queensland Government, re-established in 2025 under the Queensland Productivity Commission Act 2025 (Qld) following the dissolution of the original commission on 2 June 2021. It discharges three legislated functions: conducting public inquiries into economic, social and regulatory issues referred to it by the Queensland Treasurer; providing commissioned advice and self-initiated research on productivity and related policy questions; and administering best practice regulation across the Queensland Government through its Office of Best Practice Regulation (OBPR). Its sole "customer" is the Queensland Government itself, including the Treasurer, all ministerial portfolios, and all departments and agencies that must comply with the state's Better Regulation Policy.

The QPC does not develop or deploy proprietary technology products. Its analytical work centres on regulatory impact analysis (RIA), cost-benefit analysis, econometric research, and whole-of-economy economic modelling. The OBPR provides government agencies with Impact Analysis Statement (IAS) templates and direct costs calculator tools in both standard and simplified versions, plus in-person and on-demand training on best-practice regulation. It also administers the Regulator Performance Framework, requiring annual public reporting from Queensland regulators, and maintains a Central IAS Register covering all Queensland Government regulatory proposals.

The QPC is funded entirely through Queensland Government appropriations and provides its inquiry reports, advice, research publications, and OBPR guidance materials free of charge. It is governed by two Commissioners — Angela Moody (Productivity Commissioner and Chair) and Dr Karen Hooper (Commissioner), both appointed in April 2025 — and operates from a single Brisbane headquarters at PO Box 12078, George Street QLD 4003. Output channels include the qpc.qld.gov.au website, a LinkedIn company page, an X account (@qpcqld), a YouTube channel, an email subscription service, and traditional media release distribution via the Queensland Government newsroom.
