Descriptiontext

The Uganda Law Reform Commission (ULRC) is a constitutional body of the Government of Uganda established under Article 248(1) of the 1995 Constitution and operationalized by the Uganda Law Reform Commission Act, Cap. 25. Its sole mandate is to study and keep under constant review all Acts and laws of Uganda with a view to making recommendations for systematic improvement, development, modernisation, and reform. ULRC also performs law revision, translation into local languages, simplification of complex legal texts, and consolidation of laws into organized volumes, operating under the slogan "Modernising the Law."

ULRC's core products are the 7th Revised Edition of the Principal Laws of Uganda — the judicially noticed consolidated statute book of 14 thematic volumes covering all Acts from independence through 31 December 2023 — together with the Laws of Uganda Portal (publications.ulrc.go.ug) and Laws of Uganda mobile apps on iOS and Android that provide electronic access to consolidated, principal, and subsidiary laws. Supporting publications include the Uganda Living Law Journal (UGX 50,000/copy), the Succession Resource Book (launched April 2026 with IAWJ and IDLO), the Compendium of Electoral Laws 2026 (UGX 250,000/copy), and a portfolio of simplified and translated laws in Luganda, Runyakole-Runyakitara, Lumasaba, Lukhonzo, Rufumbira, Lusoga, Dhu Alur, Lugbara-ti, Swahili, Acholi, Leb-Lango, and Kinubi.

ULRC is government-funded and does not operate on a commercial revenue model. Its distribution channels are direct-to-government, direct-to-institution (the ULRC Library at JLOS Towers), and self-serve via web/mobile. Customers consist of Government Ministries/Departments/Agencies, Parliament and its Legal and Parliamentary Affairs Committee, the Judiciary, the Ministry of Justice and Constitutional Affairs, the Human Rights Commission, legal practitioners, researchers, civil society, and the general public. The Commission is led by Chairperson Dr. Pamela Tibihikirra-Kalyegira and is housed at JLOS Towers, Tower 3, 4th and 5th Floors, Plot 98-102 Katalima Road, Naguru, Kampala, having relocated effective 1 July 2026. Headcount is approximately 24 staff.
