Ulyanovsk State University

What Ulyanovsk State University does

Ulyanovsk State University, formally the Federal State Budgetary Educational Institution of Higher Education "Ulyanovsk State Pedagogical University named after I.N. Ulyanov" (УлГПУ им. И.Н. Ульянова), is a public pedagogical university established in 1934 in Ulyanovsk, Russia, and operating under the jurisdiction of the Russian Federation. It specializes in teacher education and pedagogical research, operating across 26 scientific research directions and approximately 50 annual research projects spanning natural sciences, technical fields, and social-humanitarian disciplines.

The institution runs a vertically integrated educational platform anchored by core higher education programs (bachelor's, master's, specialist, postgraduate) and supplemented by a Faculty of Additional Education delivering professional development and retraining for working educators. Ancillary product lines include the School University (pre-university prep, subject olympiads, summer profile schools), the University Lyceum with a distributed network of psychological-pedagogical profile classes, the U-Znayka kindergarten, the Burevestnik swimming pool, scientific journals, the Kvantorium pedagogical technopark, and a Technopark of Universal Pedagogical Competencies. The technology stack is built on the MOODLE learning management system, integrated scientific library access (Scopus, ScienceDirect, RSCI, Springer Nature), and video conferencing for remote instruction.

The business model is a hybrid of government funding (state-funded student placements and institutional budget allocations) and recurring tuition from fee-based programs, augmented by professional services revenue from preparatory courses (OGE/EGE), professional development, retraining, and vocational programs. Go-to-market is direct-to-consumer via the admissions committee (приёмная комиссия), open days, school partnerships, and subject olympiads, with separate international recruitment through the Center for International Education. The institution is governed by Rector Igor Olegovich Petrishchev and operates from a multi-building campus in Ulyanovsk.
