Descriptiontext

The Financial Intelligence Centre (FIC) is South Africa's sole financial intelligence unit, established in 2002 under the Financial Intelligence Centre Act, 2001 (Act 38 of 2001). It is registered as a Schedule 3A national public entity under the Public Finance Management Act, 1999, with its Director reporting directly to the Minister of Finance and to Parliament. Its statutory mandate is to identify the proceeds of unlawful activities and to combat money laundering, terrorist financing and proliferation financing of weapons of mass destruction, including by implementing UN Security Council targeted financial sanctions and supervising and enforcing compliance with the FIC Act across South Africa's accountable institutions.

The FIC's technology stack centres on the goAML online platform (accessed via goweb.fic.gov.za), a web-based registration and reporting system through which accountable institutions submit cash threshold reports (CTRs), suspicious transaction reports (STRs), terrorist property reports (TPRs) and, since 1 February 2023, international funds transfer reports (IFTRs); the platform supports individual reporting, batch reporting and system-to-system integration. Complementary products include the Targeted Financial Sanctions (TFS) list and search tool (tfs.fic.gov.za) for UN sanctions screening, the Risk and Compliance Return (RCR) submission system mandated under Directive 11, and a suite of Public Compliance Communications, Guidance Notes, Directives and User Guides published on fic.gov.za.

The FIC does not operate a commercial revenue model. Registration with the FIC is free and the entity is funded via government allocation as a statutory body; it neither investigates nor prosecutes crimes, instead producing financial intelligence for law enforcement (SAPS, NPA Asset Forfeiture Unit), intelligence services (SSA) and supervisory bodies (the Prudential Authority within SARB and the FSCA). Its "customers" in the regulatory sense span 20+ accountable-institution sectors - including banks, legal practitioners, estate agents, crypto asset service providers, gambling businesses and other DNFBPs - together with international counterparts through membership in the Egmont Group and FATF, participation in ESAAMLG, and memoranda of understanding with 100 financial intelligence units in other countries.

BusinessLIVELETTERS TO THE EDITORThis article is a collection of letters to the editor discussing regulatory failures in combating money laundering and the impact of Eskom's high costs on South African manufacturers. The first letter details a specific case where funds were laundered rapidly despite bank detection, citing inaction by regulators like the Financial Intelligence Centre. The subsequent letters highlight how unreliable and expensive electricity from Eskom is driving businesses off-grid and causing job losses, while criticizing union resistance to energy sector reforms.IgamingfutureNo Ordinary Space: Compliance Creates Competitive Advantage In Africa’s Biggest Gambling MarketSouth Africa's Financial Intelligence Centre reported that only 11.66 percent of accountable gambling institutions had submitted their mandatory three-year Risk and Compliance Returns by mid-June, signaling stricter enforcement and potential administrative sanctions for late filers. This low compliance rate highlights a growing competitive divide where robust regulatory adherence is becoming a strategic asset for securing banking relationships and investment in the continent's largest gambling market. The deadline underscores broader continental trends as Nigeria and Kenya also tighten financial crime oversight to align with international standards like those from the FATF.Moonstone Information RefineryFIC urges businesses to simplify compliance: ‘focus on risks, not paperwork’ – Moonstone Information RefineryThe Financial Intelligence Centre (FIC) in South Africa held a webinar urging designated non-financial businesses and professions to adopt simplified, risk-focused compliance programmes, warning that firms with weak or absent Risk Management and Compliance Programmes face multimillion-rand fines from regulators. The FIC announced key regulatory updates including lowering beneficial ownership thresholds from 25% to 5% and revising Schedule 3A and 3B definitions. The agency emphasized that compliance programmes should reflect actual business operations, with controls proportionate to each business's size and complexity.
