What Economic Development Corporation of Elkhart County does
The Economic Development Corporation of Elkhart County (EDC) is a non-profit, public-private economic development organization headquartered at 300 NIBCO Parkway, Suite 201, Elkhart, Indiana. It serves as the central connector between prospective and existing businesses and the regional resources required to locate, expand, or start operations in Elkhart County, a 467-square-mile region of approximately 206,409 residents. The EDC delivers site selection support via an online property search portal and direct consultation, workforce development through training classes and the Elkhart County Works AI job-matching platform, and facilitation of financial incentives, tax exemptions, and state grants.
The EDC's product portfolio is service-oriented rather than technology-oriented, anchored by site selection services, workforce development programming, training classes, business tools and resources, and the EDC Thrive Newsletter. The sole explicitly technology-mediated product is Elkhart County Works AI, an AI-powered job search and workforce matching tool. The organization maintains a dense strategic partnership ecosystem that effectively extends its service capability, including Ivy Tech Community College (workforce pipeline), Purdue Manufacturing Excellence Partnership (advanced manufacturing consulting), South Bend Elkhart Regional Partnership (regional coordination), Community Foundation of Elkhart County, Enfocus, the Elkhart and Goshen Chambers of Commerce, the Convention & Visitors Bureau, and the Well Crafted regional brand.
The EDC's business model is non-commercial: services are provided at no direct cost to businesses, with the organization funded through public and private investments and accepting charitable contributions through an online donation page. Target customer segments include mobility and automotive manufacturing (including the RV manufacturing cluster that has earned Elkhart County its "RV Capital of the World" identity), advanced manufacturing, corporate headquarters, small businesses, and export-oriented firms, served through direct enterprise consultation and a self-service online channel aimed at mid-market prospects.
