Descriptiontext

National Pension and Provident Fund (NPPF) is the autonomous government agency of the Royal Government of Bhutan established under a 1998 Royal Kasho and operational since March 30, 2000, when the Government Employees Provident Fund was carved out of the Royal Insurance Corporation of Bhutan with technical support from UNDP, ADB and the World Bank. The Plan was formally launched on July 1, 2002. Headquartered in Thimphu with regional offices in Phuntsholing, Samdrup Jongkhar, Mongar and Gelephu, NPPF administers the mandatory Pension and Provident Fund Plan covering civil servants, employees of state-owned and joint-sector corporations and members of the Royal Bhutan Army, Royal Bodyguards and Bhutan Police, with separate contribution structures of 26% (civil), 30% (armed forces) and 22%/26%/30% tiers for corporate agencies. A voluntary Private Provident Fund Scheme extends coverage to private sector employees, licensed firms, CSOs, NGOs and self-employed individuals.

NPPF's revenue and member value are generated through four streams: monthly contributions invested across an internal portfolio; fund investment returns credited annually (Private PF averaged 7.7% over the trailing ten years); member loan interest across housing, education, flat-purchase, personal, EV and private PF member loans priced between 7.75% and 10.50%; and corporate loan interest plus real estate rental income from assets in Thimphu, Gelephu and Phuntsholing. Members interact with the fund through the Digital Lending Portal (digitallending.nppf.org.bt), the PF Portal (pfportal.nppf.org.bt), online EMI and LTI calculators, the toll-free 1039 helpline, WhatsApp, partner banks and Bhutan Post offices for pension disbursement, and regional offices. The organization holds ISO 27001:2013 and ISO 27701 certifications (since July 2021) and operates under a board chaired by Dasho Karma Yonten with CEO Mr. Chencho Tshering Namgay overseeing functional divisions for HR, finance, member loans, pension/PF, ICT, internal audit, real estate, portfolio investment, risk management and compliance, with affiliated regional heads and a planning/research unit.

NPPF runs no externally disclosed revenue or AUM figures and has no private shareholders; it is wholly owned by the Royal Government of Bhutan and operates on a break-even fiduciary basis for member benefit. Recent strategic posture includes a March 24, 2025 MoU with the National Pension Service of South Korea for knowledge sharing, joint research and training, alongside continued real estate investment, an Electric Vehicle Loan product line, the voluntary Lotedh Scheme for pensioners, and a credit scoring system to underwrite member lending, signaling incremental product and capability diversification within Bhutan's only mandatory national pension framework.
