APEKSI (Asosiasi Pemerintah Kota Seluruh Indonesia / Association of All Indonesian City Governments) is a non-profit national association founded in 2000 and headquartered at Rasuna Office Park III in South Jakarta. It is the sole recognized association representing all 98 city governments (pemerintah kota) across Indonesia, organized into six regional committees (Komwil I–VI) covering Sumatra, Java, Kalimantan, Sulawesi, Bali–Nusa Tenggara, and Maluku–Papua. APEKSI provides policy advocacy at the national level, capacity-building programs, knowledge management through publications (notably the KOTAKITA series), and institutional strengthening for member cities. Its core offerings are programs and convening platforms rather than technology products, including the annual Rakernas (National Work Meeting), Indonesia City Expo (ICE), Knowledge Management Forum (KMF), specialized working groups (Pokja) on climate change and inclusive cities, the Inclusive Job Center (IJC) program, and the APEKSI Internship Program (currently in Batch 8, February–July 2026).

APEKSI's business model rests on three revenue streams: annual membership dues from 98 member city governments (subscription recurring), event revenue from Rakernas, ICE, and KMF through participant fees, sponsorships, and exhibitor fees (professional services), and publication sales of KOTAKITA and policy papers (one-time license). Pricing for membership dues is not publicly disclosed and is administered through direct agreements with city governments. The organization augments core dues revenue through restricted grants and co-development partnerships with international development organizations including USAID IUWASH Tangguh, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), UNESCO Jakarta, The Asia Foundation, and Setara Institute, as well as collaboration with Indonesian central agencies such as Bappenas, the Ministry of Home Affairs, and KLHK.

APEKSI does not operate a technology product. Its technology footprint is limited to organizational operations, digital communications (website at apeksi.id, YouTube channel), and knowledge management platforms including thematic microsites on safe drinking water, disability-inclusive cities, and tolerant cities. The secretariat is staffed by approximately 15–20 personnel organized across seven functional divisions: Policy Advocacy, Sustainable Development, Capacity Building, Strategic Communication, Institutional and Partnerships, Administration and Finance, and General Management, led by Executive Director Alwis Rustam. The association is governed by a Board of Directors (Dewan Pengurus) of elected mayors from member cities, with the current Chairman being Bima Arya, Mayor of Bogor.
